Adopted — November 3, 2025, by a vote of 3 to 0Dover's Board of Health adopted a Nicotine-Free Generation regulation on November 3, 2025, 3 to 0. It had voted 2 to 1 in May to take the proposal up, and held its public hearing on November 3. The rule took effect January 1, 2026.
The town released roughly 2,650 documents covering January 2023 to January 2026 — one of the fullest productions here. Because Dover produced its email in full, the file traces the proposal from the first message that raised it to the vote that enacted it.
That first message did not come from a Dover resident, and nine days after the vote Dover's own health director sent the whole package on to another town.
