Milton considered a Nicotine-Free Generation provision and removed it. On January 6, 2025 the Board of Health struck the birthdate language from its draft tobacco regulations, along with a provision confining nicotine pouch sales to adult-only stores.
What Milton adopted came later and is a different thing. At a fourteen-minute hearing on April 28, 2025 the Board approved updated tobacco regulations with a six-milligram cap on nicotine per pouch and no birthdate provision. Milton appears on no Nicotine-Free Generation adoption list published by the campaign's own organizations.
Milton's production is the smallest from any municipality here — four documents, image-only scans. The records that exist show the policy being pressed on the town before the vote and again long after it.
What the records show
Milton considered the birthdate provision and struck it. On January 6, 2025 the Board of Health cut from its draft the language barring sales to anyone born on or after January 1, 2004, and the provision limiting nicotine pouch sales to adult-only stores.
What it adopted three months later is different. At a fourteen-minute hearing on April 28, 2025 the Board approved updated tobacco regulations with a six-milligram pouch cap and no birthdate provision.
Milton appears on no adoption list — not the Public Health Advocacy Institute’s, not Action on Smoking & Health’s Project Sunset.
The campaign kept approaching the town anyway. A state-funded trade association sent the health director a community assessment and webinar invitation in mid-2024; a campaign newsletter was still seeking an invitation to present on February 26, 2026, ten months after the vote.
Milton released four documents, all image-only scans — the thinnest production here. The adopted regulation was not among them.
