A Nicotine-Free Generation regulation bars the sale of tobacco and nicotine products to anyone born on or after a fixed date, so the group who may legally buy them never grows again. Amherst's Board of Health adopted one on December 4, 2025, after an October 30 hearing. The cutoff is January 1, 2005; the rule took effect January 1, 2026.

Amherst released 24 documents from August to December 2025: agendas and minutes, successive drafts, the script used to run the hearing, and the reference materials the Board worked from. Those show where the language came from — a state-issued model regulation, and the adopted rules of three other towns.

The town produced no email correspondence with outside advocates, though the request asked for it — an absence that distinguishes this return from most others here.
